About

Julia is counsel at the firm and designs strategies on behalf of companies spanning regulatory, dispute resolution, and risk prevention matters. Her practice is focused on the development of infrastructure projects, a key element for the growth of any country. She actively takes part on numerous constitutional claims against general Statutes and regulations that may impact the environment and competition, as well as in collective actions related to environmental and consumer matters. Julia also acts as expert witness at different courts, panels and tribunals.

She is well-known leader in the social impact assessment scene. Julia has led over 40 social impact assessments across the Mexican energy sector and regularly advises companies on how to obtain prior, free, and informed consent. Julia has also served as an expert in administrative and constitutional law for the Agency for Security, Energy and Environment (ASEA) where she has been a leader at identifying international best practices for industrial safety, operational safety, environmental protection, and insurance for the hydrocarbons sector.

Julia has more than 15 years of experience working across several branches of the Federal Public Administration and in both Houses of the Mexican Federal Congress, which makes her a specialist in the study, design and drafting of legal provisions across all regulatory levels, including regulatory improvement procedures.
