About

Carolina has over five years of experience across administrative law matters both in the public and private sectors and specializes in the port sector. In this area, Carolina has advised in drafting and preparing public tenders to award partial cession contracts of port concessions, as well as supervise together with port authority, the comply of such agreements. Carolina has also acted as advisor related to the legal, technical, and financial requirements to take part in public tenders across the port sector, including draft proposals contract execution.

Some of her main clients have been state-owned entities and national and international private companies that act as port operators. She has also advised in matters between these and port authorities to attract private investment in Mexican ports.

Prior to joining the firm, Carolina worked at Mexico’s Central Bank, where she reviewed matters related to administrative liability of public servants and the private sector arising out of the current legal framework. She also took part in the implementation of mechanisms to prevent corruption as well as administrative liability from public servants private and the private sector.

Carolina holds a Law degree from Universidad Panamericana, with Cum Laude mention for the discovery of a new administrative contract: partial cession contract of a port concession. She has an Administrative Law diploma from UNAM and another one in Customs by the Ilustre Nacional Colegio de Abogados.
